    Brief Job Description (essential functions of the job):

     

    The Department of Innovation and Technology is looking for an experienced, collaborative Associate HCM Developer to join our Boston Administrative Information System (BAIS) team.

     

    As a member of a highly-collaborative group managing the City Human Resources technology solutions, the Associate HCM Developer will provide development expertise as we manage and expand our HCM solution. The Associate HCM Developer will work closely with other development and technical staff, functional staff, project managers, and external partners across City government. This position will provide technical recommendations and complete complex tasks as we develop and expand our HCM enterprise solutions. The system recently went through a significant upgrade, enabling us to transform the way employees interact with their personnel information. We are looking for an innovative individual who can drive fixes and enhancements that provide users with an experience that is beautiful, welcoming, and highly useful.

     

     

    Responsibilities:

     

    Under the direction of the BAIS leadership, the Associate HCM Developer is responsible for the following key activities:

     

    • Provides complex, non-routine development, analytical and technical support for the Human Capital Management applications (Oracle/PeopleSoft) to enable and enhance the City’s administrative operations.
    • Works closely with system development and functional staff and key business stakeholders to define scope and technical specifications for updates, fixes, and enhancements, including providing and evaluating alternative options where appropriate.
    • Completes technical specifications thoroughly and timely.
    • Ensures effective and timely resolution of problems.
    • Uses development tools, such as PeopleCode, Application Engine, and SQR to develop and maintain application programs. 
    • Reviews programming code to ensure technical efficiency and compliance with accepted development and documentation standards.
    • Fixes and enhances bolt on applications, such as GT eForms, mobile-friendly services, applicant tracking platforms, address verification platform, and more.  
    • Follows standards and controls, and the life cycle processes in place (requirements gathering, analysis, design and testing).  Documenting and tracking throughout the lifecycle.
    • Fosters open and clear communication and strong partnerships with analysts to fully understand the City’s needs and processes, and translates requirements of functional and technical specifications to ensure customer satisfaction throughout the delivery process.
    • Participates in planning, organizing, testing and monitoring the implementation of application modifications and upgrades.
    • Performs related work as required.

     

    Minimum Entrance Qualifications:

     

    • At least three (3) years fulltime, or equivalent part-time, professional experience in electronic computer systems analysis and development experience preferably with PeopleSoft HCM 9.2 applications. Experience with HCM modules, especially Absence Management, and Benefits Administration, as well as PeopleTools version 8.53+ is strongly desirable. Knowledge of these applications in a mainframe environment is desirable.
    • A Bachelor's Degree in computer science or related fields preferred, and may be substituted for two (2) years of the required experience.
    • Knowledge/Experience in PeopleCode, Application Engine, Component Interface.
    • Knowledge and use of PL/SQL, SQL and SQR reporting environment.
    • Knowledge of Pum desirable.
    • Knowledge of nVision, BI Publisher, HTML, CSS, Javascript is desirable
    • Strong Software development methodology and architecture experience is desirable.
    • Demonstrated track record managing application design, analysis, development and integration related to PeopleSoft HCM Module is strongly desired.
    • Demonstrated detail, action, results oriented approach, and mature judgment in managing technical areas.
    • Knowledge of City of Boston and Commonwealth of Massachusetts regulatory requirements in the area of employer/employee relationships is desirable.
    • Knowledge of the City of Boston’s Human Resources/Payroll policies and practices is desirable.
    • Ability to manage work independently and handle multiple tasks with overlapping deadlines.
    • Ability to exercise good judgement and focus on details as required by the job.

     

    The DoIT (Department of Innovation and Technology) team makes sure the networks, computers, and systems that support the City are secure and effective.     BOSTON RESIDENCY REQUIRED -  You must live within Boston city limits at the start of your employment. Residency will be verified.
