    Brief Job Description (essential functions of the job):

     

    The Department of Innovation and Technology is looking for a Principal Data Scientist to join our growing Citywide Analytics Team.

     

    As part of a highly-collaborative group using data to improve all aspects of city government, the Principal Data Scientist will provide analytic expertise across a variety of Citywide Analytics Team projects. Successful candidates will be able to offer advanced skills in areas such as predictive modeling and experimental testing, work with project managers to develop production-ready systems for analysis and reporting, and develop tools and best practices that can be implemented across the organization. The Principal Data Scientist will also seek out opportunities for learning that will complement the team’s existing capabilities, provide expert guidance to other members of the Citywide Analytics Team, and assist in training, mentoring, and hands-on assistance as needed.

     

    The Citywide Analytics team is comprised of a diverse group of analysts, data scientists, project managers, developers, and engineers with a range of skills and backgrounds, working together to use data to improve life for those who live and work in Boston. The Principal Data Scientist will fulfill the responsibilities listed below and bring a collaborative spirit that will strengthen and expand the team’s overall range of abilities.

     

    Responsibilities:

     

    • Collaborate with project managers and stakeholders to develop advanced analyses and tools in support of partners throughout city government
    • Design and build analytic solutions across a range of areas such as predictive modeling, experimental testing, natural language processing, and data visualization
    • Work with data engineers and project managers to identify new data sources and build ETL pipelines to expand the City’s data warehousing and Open Data efforts
    • Implement analytic projects in a production framework to enable automation, monitoring, and version control
    • Serve as the Citywide Analytics Team’s resident expert in one or more specific technical subject areas within the field of data science (e.g., predictive modeling or text analysis)
    • Develop reusable code and tools to expand the Citywide Analytics Team’s capacity
    • Adopt and maintain existing data science projects and implement sustainable workflows for long-term support
    • Participate in the development and promotion of best practices for the Citywide Analytics Team
    • Create and maintain documentation on relevant data, code, and procedures
    • Become sufficiently knowledgeable about the Citywide Analytics Team’s workflows and best practices to provide expert advice, mentoring, training and guidance to other team members, project stakeholders, and external partners
    • Perform related work as required

     

    Minimum Entrance Qualifications:

     

    • At least four (4) years of full-time, or equivalent part-time, experience working with data analysis in a business, government, academic, or nonprofit setting of which expertise was in one of the following data science subject areas: machine learning, experimental methods, geospatial analysis, natural language processing, network analysis, software engineering. A bachelor's degree in computer science, mathematics, statistics, economics, engineering, social or physical sciences, or a related field is preferred and may be substituted for up to two (2) years of the required experience. A graduate degree is highly preferred and may be substituted for up to three (3) years of the required experience.
    • Advanced skills in statistical data analysis and visualization using Python or R preferred.
    • Proficiency with relational database systems such as PostgreSQL, MySQL, or Microsoft SQL Server.
    • Familiarity with the Python data science stack, especially Pandas, NumPy, and scikit-learn a plus.
    • Strong analytical, problem solving, and communication skills, including mapping of specific business needs to appropriate solutions, in a data-focused context.
    • Demonstrated success in learning new skills as needed to succeed in a fast-paced environment.
    • Ability to become sufficiently knowledgeable about the Citywide Analytics Team’s workflows and best practices to provide expert advice, mentoring, training and guidance to other team members, project stakeholders, and external partners.
    • Ability to analyze data and use information to meet business analysis requirements and technical design specifications; to outline data warehouse design and identify data integration/quality issues; to define projects, manage project scope, monitor execution, report status and resolve issues.
    • Experience leading collaborative projects and overseeing the work of junior staff highly preferred.
    • Ability to exercise good judgment and focus on detail as required by the job.
    • Experience in the public sector (especially in local government) is highly desirable.

    BOSTON RESIDENCY REQUIRED.
