Brief Job Description (essential functions of the job):

 

The Department of Innovation and Technology (DoIt) is looking for an experienced, collaborative application developer to join our PeopleSoft Human Capital Management (HCM) team.

 

As a member of a highly-collaborative group managing the City Human Resources technology solutions, the HCM developer provides development expertise as we manage and expand our HCM solution. The HCM developer works closely with other development and technical staff, functional staff, project managers, and external partners across City government.

 

As a member of a highly-collaborative group managing the City Human Resources technology solutions, this position  provides technical recommendations and complete complex tasks as we develop and expand our HCM solutions. The system recently went through a significant upgrade, enabling us to transform the way employees interact with their personnel information. We are looking for an innovative individual who can drive fixes and enhancements that provide users with an experience that is beautiful, welcoming, and highly useful.

Responsibilities:

Under the direction of the PeopleSoft HCM leadership, the Developer is responsible for the following key activities:

 

  • Provides complex, non-routine development, analytical and technical support for the Human Resource Management applications (Oracle/PeopleSoft) to enable and enhance the City’s administrative operations.
  • Works closely with system functional staff and key business stakeholders to define scope and technical specifications for updates, fixes, and enhancements, including providing and evaluating alternative options where appropriate. 
  • Completes technical specifications thoroughly and timely.
  • Manages ongoing release schedule using PUM, yearly tax updates, and year-end processes.
  • Follows the controls and life cycle processes in place (requirements gathering, analysis, design and testing).  Documents and tracks throughout the lifecycle.
  • Fosters open and clear communication and strong partnerships with the business to fully understand their processes, discover needs and translate requirements of functional and technical specifications to ensure customer satisfaction throughout the delivery process.
  • Performs related work as required.

Minimum Entrance Qualifications:

  • At least four (4) years of full-time, or part-time, experience in electronic computer systems analysis including experience in relational database environment. A bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • Working knowledge of PeopleSoft HCM 9.2 applications.
  • Knowledge/Experience in PeopleCode, Application Engine, Component Interface.
  • Knowledge and use of PL/SQL, SQL and SQR reporting environment.
  • Knowledge of ESP or other job schedulers desirable.
  • Knowledge of cobol, DB2, and Pum desirable.
  • Experience with Payroll and an understanding of how it integrates with other HCM modules, as well as PeopleTools version 8.53 or above is strongly desirable. Knowledge of these applications in a mainframe environment is desirable.
  • Strong software development methodology and architecture experience is desirable.
  • Demonstrated track record implementing and successfully managing application design, analysis, development and integration related to PeopleSoft modules (HCM, Payroll) strongly desired.
  • Demonstrated detail, action, results oriented approach, and mature judgment in managing technical areas.
  • Knowledge of City of Boston and Commonwealth of Massachusetts regulatory requirements in the area of employer/employee relationships is desirable.
  • Knowledge of the City of Boston’s Human Resources/Payroll policies and practices is desirable.
  • Strong written and oral communication skills and have demonstrated an ability to work effectively in a team environment.
  • Ability to manage work independently and handle multiple tasks with overlapping deadlines.
  • Ability to exercise good judgment and focus on detail as required by the job.

BOSTON RESIDENCY REQUIRED.
